Does Oracle Cloud Free Tier require a credit card?

Why Oracle asks for a card
Every major free-tier cloud (Google, AWS, Azure) has been abused for crypto mining and spam relay. A credit card is the cheapest way to add friction — one card can only anchor one tenancy — without asking for a passport scan. That's the entire reason.
What Oracle does with the card

How to make sure you never get billed
- Don't click "Upgrade to Paid" in the console. This is the single button that flips your tenancy from hard-limited-free to metered-paid.
- Stick to Always Free shapes. When creating a VM, look for the "Always Free-eligible" badge. Anything without it will fail on a free tenancy, not silently bill you.
- Set a budget alert at $0.01 anyway (Console → Billing → Budgets). Belt + suspenders.
What if I don't want to give a card at all?
Then Oracle Cloud isn't for you — there's no way to sign up without one. Alternatives with no card required at all (with much smaller free tiers) include Cloudflare Workers Free, Fly.io (no card unless you exceed limits), and Vercel Hobby (non-commercial only).

Yes — Oracle authorizes $1 (or the local-currency equivalent) at signup for verification. The hold is released automatically within a few days. It is not a charge.
Can Oracle ever charge my card without warning?+
