How to actually fix Oracle Cloud's 'Out of host capacity' error
You clicked Create Instance, filled in the form, hit Create — and got a red toast: 'Out of host capacity.' You are not alone; free-tier ARM Ampere capacity is oversubscribed in most regions. Here's what works in 2026.
Fix 1 — Retry with exponential backoff (works ~70% of the time within a day)
Capacity opens up when other users' free instances get reclaimed. Retry every 5-15 minutes. A simple bash + oci-cli loop:

Most home regions have 3 ADs (AD-1, AD-2, AD-3). Free ARM capacity is often only exhausted in one AD. In the console: Instance details → Placement → change AD, retry.
Fix 3 — Try a smaller shape first, then resize
Instead of asking for 2 OCPU / 12 GB straight away, launch with 1 OCPU / 6 GB (which the ARM pool almost always has), let it boot, then resize the shape up. Oracle allocates the full 2/12 as a resize far more reliably than as a fresh launch.
Fix 4 — Upgrade to Pay-As-You-Go (this is the nuclear option)
Upgrading to PAYG does not charge you anything if you stay within Always Free limits — but paid tenancies get first pick of capacity. Console → Billing → Upgrade. The upgrade takes ~5 minutes and the capacity problem typically evaporates.
Fix 5 — Change your home region
